Larno, I would have to agree with you that he shouldn't get immunity, however, if there was a deal arranged by Holbrooke, then he too should be held accountable for his misuse of authority. But this kind of deal is exactly how the US justice system works. It's appropriate to bargain with "bad" guys in order to make the lives of the policing force easier so that they can catch more bad guys.
