Mr. Biden is not the president and therefore nothing is up to him. He takes orders just like everyone else.

Now if Serbia is being fooled, then they are being fooled by Obama as Joe Biden takes his instructions from him. Joe has become a major liability for Obama because of his unfavourable standing in the US. I seriously doubt that he has the power to think autonomously.
