Feith hails Kosovo's IMF membership

Remember that Kosovo is in the IMF under the name "Republic of Kosovo" Not "the Serbian Autonomous Province of Kosovo & Met". This is a big step for Kosovo. Hopefully membership in this international organisation will show to countries that are still undecided on Kosovo recognition that Kosovo is here to stay and that it is becoming part of everyday life in the international community.

That's precisely right. However, I want Serbs to still continue dwelling on 1244. This way they get that false hope of security and become lethargic in their attempts to fight back. This favours Albanians because Serbs still think that 1244 has their back, when in fact the people who agreed to 1244 ten years ago have already recognized Kosovo. Cheers for 1244! (four meaningless numbers who do Serbia more harm than good)

BOTH said it? Then it must be true. Actually, Thaci has said they'd be willing to negotiate over what part of the debt they were actually responsible for, like Slovenia and the rest did - I don't think they intend to pay for what ended up in party coffers. Or private pockets. Maybe can include the 10 years of debt for electricity from the Serb villages and clear KEK's books at the same time.

For a moment let’s assume that 1244 does not allow for DI by the Albanian side, and lets assume that it is still valid how come then UN General Assembly, Ban Moon or even UN security council did not condemn or even say anything against the declaration of independence.

It is time for the Serbian side to understand that 1244 is a formality and it does not apply to reality anymore. Kosovo everyday is proving to the rest of the world that they are an independent country and that they are contributing to the stability of the region.

Please do not dwell on 1244, if that is your only hope, then you have already lost

Why doesn't Serbia give back the millions they borrowed from the imf, and borrow billions from China? They should request that China cash in some of the us treasury bonds they hold and order the us to send the money directly to Serbia. Wouldn't that be a blow to the us ego? RE; Kosovo IMF Membership

Both Bozidar Delic and Mladjen Dinkic have indicated that Kosovo will be required to pay back over 1 billion dollars to Serbia before any IMF loans would be granted to Kosovo. This in accordance to Rome agreements and loan write offs signed by the IMF and Europe over the spliting of assets and liabilities from the former Yugoslavia.

Boris Tadic is reluctant to ask for the monies for the sake of the "perceived independance" of Kosovo.


Percieved or not, monies are owed to Serbia as Kosovo revenues are not flowing back to Serbia, but costs are flowing into Kosovo. The question to ask is how IFRS(International Financial Regulatory Standards) are being followed when revenues can't be matched against costs?

The answer is easy, there is no Accounting in Kosovo when the KLA terrorist organization is running the government.

UN resolution 1244 is still in force and guarantees the sovereingty and integrity of Kosovo regardless of how the state of Kosovo is being financed.

For those who have forgotten , substantial autonomy does not mean independance until 1244 is modifed or superceded, annex 2 is reproduced for those who can read.

Annex 2- UN Resolution 1244

Agreement should be reached on the following principles to move towards a resolution of the Kosovo crisis:

An immediate and verifiable end of violence and repression in Kosovo.
Verifiable withdrawal from Kosovo of all military, police and paramilitary forces according to a rapid timetable.

Deployment in Kosovo under United Nations auspices of effective international civil and security presences, acting as may be decided under Chapter VII of the Charter, capable of guaranteeing the achievement of common objectives.

The international security presence with substantial North Atlantic Treaty Organization participation must be deployed under unified command and control and authorized to establish a safe environment for all people in Kosovo and to facilitate the safe return to their homes of all displaced persons and refugees.

Establishment of an interim administration for Kosovo as a part of the international civil presence under which the people of Kosovo can enjoy substantial autonomy within the Federal Republic of Yugoslavia, to be decided by the Security Council of the United Nations. The interim administration to provide transitional administration while establishing and overseeing the development of provisional democratic self-governing institutions to ensure conditions for a peaceful and normal life for all inhabitants in Kosovo.

After withdrawal, an agreed number of Yugoslav and Serbian personnel will be permitted to return to perform the following functions:

Liaison with the international civil mission and the international security presence;
Marking/clearing minefields;
Maintaining a presence at Serb patrimonial sites;
Maintaining a presence at key border crossings.

Safe and free return of all refugees and displaced persons under the supervision of the Office of the United Nations High Commissioner for Refugees and unimpeded access to Kosovo by humanitarian aid organizations.

A political process towards the establishment of an interim political framework agreement providing for substantial self-government for Kosovo, taking full account of the Rambouillet accords and the principles of sovereignty and territorial integrity of the Federal Republic of Yugoslavia and the other countries of the region, and the demilitarization of UCK. Negotiations between the parties for a settlement should not delay or disrupt the establishment of democratic self-governing institutions.

A comprehensive approach to the economic development and stabilization of the crisis region. This will include the implementation of a stability pact for South-Eastern Europe with broad international participation in order to further promotion of democracy, economic prosperity, stability and regional cooperation.

Suspension of military activity will require acceptance of the principles set forth above in addition to agreement to other, previously identified, required elements, which are specified in the footnote below.(1) A military-technical agreement will then be rapidly concluded that would, among other things, specify additional modalities, including the roles and functions of Yugoslav/Serb personnel in Kosovo:
Withdrawal


Procedures for withdrawals, including the phased, detailed schedule and delineation of a buffer area in Serbia beyond which forces will be withdrawn;
Returning personnel


Equipment associated with returning personnel;
Terms of reference for their functional responsibilities;
Timetable for their return;
Delineation of their geographical areas of operation;
Rules governing their relationship to the international security presence and the international civil mission.

Serbia´s obstructionist policies will help only making Kosovars lives miserable for a while but in the end Kosovo will overcome these hardships and join most of the Institutions.

I realize that this is not great news to a few commenting in this site...but I hope they do understand that any improvements in Kosovo's economy through help from IMF will most probably benefit the Kosovo Serbs as well...especially those living south of Mitrovica.

Why dont you focus on the same problems in Serbia instead.
As you can all read from articles in B92, Serbia as many problems as Kosova with corruption, organised crime. Serbia has additional problem, the one of the War Criminals, same as Ethiopia and some African countries.
See, plenty to do in Serbia, leave Kosovo alone.

Serbia´s obstructionist policies will help only making Kosovars lives miserable for a while but in the end Kosovo will overcome these hardships and join most of the Institutions.

to all who are scutinising Kosova, only 1.3 months independent.
Why dont you focus on the same problems in Serbia instead.
As you can all read from articles in B92, Serbia as many problems as Kosova with corruption, organised crime. Serbia has additional problem, the one of the War Criminals, same as Ethiopia and some African countries.
See, plenty to do in Serbia, leave Kosovo alone.

By the way, kosova in IMF, just like Serbia, wow, not to bad

Why doesn't Serbia give back the millions they borrowed from the imf, and borrow billions from China? They should request that China cash in some of the us treasury bonds they hold and order the us to send the money directly to Serbia. Wouldn't that be a blow to the us ego? The Chinese are always looking for ways to snub the us.

I realize that this is not great news to a few commenting in this site...but I hope they do understand that any improvements in Kosovo's economy through help from IMF will most probably benefit the Kosovo Serbs as well...especially those living south of Mitrovica.

Remember: 1244 is still valid.

For a moment let’s assume that 1244 does not allow for DI by the Albanian side, and lets assume that it is still valid how come then UN General Assembly, Ban Moon or even UN security council did not condemn or even say anything against the declaration of independence.

It is time for the Serbian side to understand that 1244 is a formality and it does not apply to reality anymore. Kosovo everyday is proving to the rest of the world that they are an independent country and that they are contributing to the stability of the region.

Please do not dwell on 1244, if that is your only hope, then you have already lost

Remember that Kosovo is in the IMF under the name "Republic of Kosovo" Not "the Serbian Autonomous Province of Kosovo & Met". This is a big step for Kosovo. Hopefully membership in this international organisation will show to countries that are still undecided on Kosovo recognition that Kosovo is here to stay and that it is becoming part of everyday life in the international community.

That's precisely right. However, I want Serbs to still continue dwelling on 1244. This way they get that false hope of security and become lethargic in their attempts to fight back. This favours Albanians because Serbs still think that 1244 has their back, when in fact the people who agreed to 1244 ten years ago have already recognized Kosovo. Cheers for 1244! (four meaningless numbers who do Serbia more harm than good)

BOTH said it? Then it must be true. Actually, Thaci has said they'd be willing to negotiate over what part of the debt they were actually responsible for, like Slovenia and the rest did - I don't think they intend to pay for what ended up in party coffers. Or private pockets. Maybe can include the 10 years of debt for electricity from the Serb villages and clear KEK's books at the same time.
