ICO: Belgrade is no obstacle

The decentralization process in Kosovo cannot take place without Serb participation, but Belgrade is not an obstacle to this process, says an ICO spokesman.

1244 is essentially a sequence of steps meant to stabilise Kosovo. K-albanians stepped outside of that sequence when they declared independence unilaterally.

And as a consequence, 'stability' got thrown out the window.

UNMIK & KFOR were never intended to occupy Kosovo indefinitely. Now EULEX & KFOR have no choice.

That is, if they want to keep a lid on things.

Actually, I think res 1244 says that once the "autonomous" democratice institutions are established in Kosovo, authority will be transferred to them. I do believe the word autonomous means "without" Serbian control or approval.

K-Serbs doesn't need any kind of so-called "decentralization", since they already have their municipalities and they are in control of Northern Kosovo.
There is no way they will let them be subdued to the Albanian government.

I'm sorry but this whole tired 'Belgrade is behind everything' accusation by Kosovo Albanians is mostly a smokescreen to cover up the failures of Kosovo Albanians, Kosovo Serbs and Internationals to provide a lasting solution to the Kosovo issue.

Its time to start taking responsiblity for what is going on. For sure Belgrade is a player, but it currently has the least influence of all the players in this 'game'...

Things are changing - notice the article about US help to the Serbian government in fighting terrorism? The help has been going on for years, apparently, but only now are the newspapers writing about it. Now Joe Biden is coming, undoubtedly bringing with him the chance for more broadly-targeted aid.

And the demonstrations in No. Mitrovica are a joke - they're only getting paid for a couple of hours a day. And no violence after the first day - that has to be on orders from Belgrade. Also, Bogdanovic is beginning to distinguish between refugees who want to return to Kosovo (and will be helped), and those who have sold their property there and have no desire to go back. A note of realism, at last.

Serbian politicians are no dumber than any others and realize that when they run for election next time, there will be a lot more votes decided on how they handle the economic crisis than by their stance on Kosovo. It really is beginning to sound like things are changing. Hopefully, the ICJ will give politicians the cover to recognize this publicly.

By all means, decentralize away. If this is Pristina's attempt at factoring themselves out of the lives of others, particularly the K-Serbs and especially the north, they're doing Samaradzic's work "functional separation" for them. Kosovo's destined to become another Bosnia so the sooner it happens the sooner we can stop thinking it's a unified entity.

If Serbia is not an obstacle, then who ordered undercover MUP to Northern Mitrovica to destablize the region. It is common knowledge that MUP operatives were instrumental in fomenting the violence that occurred at the courthouse on March 4th. This fact has been verified by EU diplomats as well as Kfor leadership and NGO's operating in the area.

So, to say that Serbia is not an obstacle to stabilization in Kosova is ludicrous. Even Jeremic stated that the Serbian gov't will do everything in its power to prevent the independence of Kosova. Unfortunately for Vuk, it is having just the opposite effect!

Looks like some people are way ahead of themselves. How on Earth can you talk about decentralisation when you haven't even resolved the status? Keep banging your head against a brick wall and you may eventually get it.

I can seriously understand why the West is so bankrupt. I assume these misguided missions and initiatives don't come cheap. Money down the drain!

Not that the serbs will pay much attention to this International Criminal Organisation, unlike most of the hierarchy in 'pristina'.

I think he left out Serbia in this statement. Under Res 1244 Kosovo legally remains part of Serbia, and everyone in the international community knows that Belgrade has to be involved in, and agreeable to, any longterm solution.
