EU Enlargement Commissioner Olli Rehn has proposed that an international arbitration tribunal rule on the Slovenia-Croatia border dispute, says the STA agency.

Why mediation? Just follow the rules. Croation waters are bordering Italy's waters. That's all.
Coincidently (!) that means that Slovenia has no access to open sea. Well, that's just... life!
Some countries have no coastline at all!
