Returns Strategy receives cautious welcome

In 1999 Richard Holbrooke told the UN personnel in the OSCE building in Pristina to forget multi ethnic Kosovo, forget UN Resolution 1244 - we only signed it to get rid of the Serbs. In 2005 the head of ORC (Office of Returns and Communities) stated that "return" was a smokescreen and would never happen. The US government was always against Serbs returning to Kosovo. They, more than any other country, are to blame for the suffering of the Serbs.

“At the same time, patriotic declarations are being made that sound powerful, but don’t help people survive in Kosovo or return to their homes,“ said Bogdanović.

Of course, it's the same old politics from the Roman empire where you put a great show (gladiators) but no substance.

Serbs need to intergrate into the Kosovar institutions plain and simple. They live in Kosova, they are Kosovars...actually they can be anything they want, if they want to be called Martians so be it but they are as much part of Kosova as other Kosovars.

Why would a refugee living in peace living in Montenegro or Serbia return to discrimination and hatred. The Albanians are playing the same game the Croatians used in Krajina.

Serbs will never return to Kosovo. In 20 to 25 years North Kosovo will also be majority Albanian.

Why do Serbs, Macedonians, Greeks run and relocate where Albanians move to?

I don't think it is right for the Serbs to call themselves Martians. No not at all.
However, it is a fair and reasonable point that Serbs living in Kosovo should take part and work with the government. However, that being said, it is imperative for the current Kosovar government to extend a proper welcome back gesture to the quarter million displaced Serbs from Kosovo to come back to their homes. It is the responsibility of the governments to accomidate the returning populations (on both sides of the border).
As far as I've seen, Serbian Albanians are able to live in relative peace, where as Kosovar Serbians are not. The K-Gov needs to make proper examples out of the criminal element that wishes to continue down this ill forged path of ethnic elimination through tactics of force and intimidation. Once the K-Gov demonstrates that it has teeth, that it will bite its own people that misbehave then maybe the Kosovar Serbs will not be afraid to return to their homes.
It is up to this fledgling government, whom has been given numerous chances to demonstrate their grasp of equal rights and demoncracy. It is a shame though that this government is witnessing a failing grade in these aspects, and has choosen to do nothing much more about it.
This is where the crux of the problem is. The K-Gov doesn't want to do anything to punish perpetrators who take on roles of vigilanty and execute their own personal laws. The K-Gov doesn't want to encourage these people to return by making the existing Kosovar Serbian regions safe for all, all the time. The K-Gov has not forced anybody to forget ethnicities and work as one peoples.
However, on the other side of the border I've noticed that the S-Gov and the S-Albanians have started to form constructive dialogs with eachother, through mutual respect and mutual goals.
Albanians are Albanians, Serbians are Serbians, Martians are Martians. Never the three shall be one, but maybe the top twe can re-learn to live together on harmony and properity, and not just in the province of Serbia, but also in the province of Kosovo.

Haven't you noticed that with Kosovo UDI this province entered a legal limbo? How stupid is it to condition return of the Serbs to their land by 'who is in charge'?
