The aid is not important as it is so insignificant it wouldn't even build a shopping mall. It is only significant for people like you who think they can blackmail Serbia with it.
If I were you, I would write to Obama and ask him to ask for it back.
What aid? Do you know how much material damage and human suffering Clinton and co. caused Serbia and its people? What the Americans are giving in aid is pocket change compared to how much damage they did. 2500 people were killed before the Americans began bombing Serbia. 7500 died during the bombing. I guess it was worth it after all. Besides, Serbs don't hate the American people but you have to admit that your government (Clinton/Bush) have done a lot of damage to the world? Your politicians treat the world like some playground to show the domestic audience what strong leaders they are. Making decisions outside the UN America is behaving like a real bully showing no or little respect for another countries recognized borders.
Stop supporting the other guy and return our property first.

I'm afraid I have more bad news for you. The Serbians aren't the only ones who detest you guys. You are also far from popular amongst the general folks in the rest of Europe (except Albania and south Kosovo), not to mention large chunks of Latin America, the Far East, and oh, obviously in Iraq, Palestine and Afghanistan too. You might want to do a poll of the Canadians too, if you are prepared to stomach the results.
The foreign aid you've given Serbia doesn't even come close to the amount you've destroyed, est. @ 200billion.
