Ron,
I am very aware that 1244 is still valid, and greatful for the the protection it gives the Kosovo people.
We just disagree on the subject of Serbia's teriitorial integrity. You think it guarantees it until 1244 is revoked.
I think it confirmed it in 1999, and set a goal to maintain it but is also a working document that does not offer a lifetime guarantee.
No point in argument though, I won't change your mind and you definitely won't change mine. But reality on the ground tends to favor my opinion. Even if I were wrong it just means that Serbia can attach its name to land it can never occupy or control.

When Ban refers to resolution 1244 he effectively acknowledges Serbia's sovreignty over Kosovo. Just a matter of time now before this will be settled by the ICJ and there'll be nowhere left for you to hide. how are you going to explain Kosovo's "independence" when the ICJ rules in Serbia's favour, and believe me they will and the US and EU know it which is why they are so desperate to try to get more countries to recognise Kosovo - unfortunately that has just about come to a halt.

Ben - that's because you did a great job in ethnically cleanisng 99% of all the Serbs south of the Ibar. the ones that are left are so few in number than the UN can practically provide them with 24 personal security. So much for an integrated society.

And if Kosovo is such a free tolerant country, are you going to try tell me that if i were to go and travel around Kosovo and speak Serbian that i wouldn't be beaten up or killed?

An exceelent report! It goes into detail how the developing govt of Kosovo has taken control of functions with little problems. It pretty much outlines that Serbia is the responsible force surrounding most of the failures but otherwise a lot of progress.
And then every now and then he does the politically correct thing and interjects the "status neutrality" of both UNMIK and EULEX, which means the position of both the UN is that they neither claim Kosovo as an independent country nor as a province of Serbia. Of course this is with Serbian insistance that they be "neutral".

"the overall security situation in Kosovo is stable despite the incidents that have occurred in north Kosovska Mitrovica"

This is the second time that UN is confirming the pressure under which K-Albanians are exposed in N. Mitrovica from Serbian extremists.

The daily intimidations on K-A in north is acknowledged from everyone, UN, ONGs, journals etc the only one for whom in north is everything OK is the Prishtina's Govt.

The Govt of Prishtina has constitutional obligation to secure protection and safety to all her citizens in the entire territory. This is the second report of UN secretary that says this security is missing in N Mirovica and the freedom of movement of K-Albanians there is in inexistent.

NOTE very importantly: that in this report as well as in the previous one, UN is concerned about the ethnic problems in north where K-Serbs are relative majority and says NOTHING about the rest of Kosova where K-Albanians are the majority.
Serbs are safe in the parts of Kosova (no REPORT of UN says the contrary- FACT). Actually they dear even to block streets and refuse to pay their bills or even that their meters are read.

The Serbian propaganda is strong but the truth is much much stronger.

Prishtina should not fear the Serbian propaganda anymore it has several UN reports that acknowledge serious problems of the non Serbian communities in north. It should fear only the failure in complying with her own constitutional obligations.
