I am here in lieu of Mircea. But I will say things a bit different way ;)
True, Romania needs some money. And they will get it from sources unavailable to Serbia. Good for them!
We should not forget: like Russia in 13th Century, so the entire Balkan + Hungary in 14th-15th Century were AHEAD of "Western" Europe with everything: metallurgy, healthcare, military tactics, quality of life.
Two major tragedies did happen:
- Mongol-Tatar conquest
- Osman conquest
Since it did happen, there wasn't any proper "Marshall Plan" yet to recover.
So what the hell to expect under such conditions?
For Byzantinum there was a third tragedy: the fourth crusade. By the way, without the fourth crusade destroying Byzantinum, the Osman conquest would have no chances.
Albanian gang will show up and also say, that if the "West" would take Gjegj/Georgios Kastrioti(s) + János Hunyadi more seriously, the Osman conquest would not happen. Serbian gang would show up and say, that if the (un)Holy Roman Empire ( = German Empire of Luxemburg Dynasty) would not attack Serbia's back in late Summer/Autumn of 1389 forcing them to ally with Turks, the year of 1389 would be known as a year of victory, not a year of defeat.
Almost forgot, Aleksandr Nevski had to ask Mongol/Tatar help (like Serbs had to ask Turkish help) against German forces.
How much did "West" screw up... That little money here is just a small change. Where is the Marshall Plan? Have they no feel of shame?
