My guess is that 'most serbs say that 1244 says no independence' & not just 'some', to use your wording. And it isn't just serbs that say so - the whole structure of the resolution implies it, quite apart from the explicit references made to the 'sovereignty & territorial integrity of Federal Republic of Yugoslavia' in 1244 itself.

And the 'inconsistencies' in 1244 directly arise from the K-albanian Unilateral Declaration of Independence.

Which is why large parts of the resolution appear to have no bearing such as the provision for the return of serbian soldiers & police - and the specific wording used was 'hundreds, not thousands'.

A point which will not be lost on the judges presiding over Serbia's case currently before the ICJ regarding the legality (or otherwise) of the UDI.

UNMIK stays, UNMIK goes, bla bla bla. It is all a discussion of "formality freaks".

In reality, UNMIK does not exist, has no staff, no power, no money, not even a building and nobody communicates with them (except Serbian Ministers).

What progress?? Eliminating the Serb minority?? Ha! Ha! As long as Russia and China are with Serbia your so called state will always be a SHAM

>> "So Hyseni can "demand that the UNMIK mission be abolished" until he is blue in the face - means nothing without the agreement of Russia.

UNMIK stays.

As does 1244."

Peter, some Serbs say that 1244 says no independence and that up to 1000 serbian soldiers and police can return. Do you see any?

'kate' is correct - clause 19 of UN SC resolution 1244 states:

> 19. Decides that the international civil and security presences are
established for an initial period of 12 months, to continue thereafter unless
the Security Council decides otherwise;

So Hyseni can "demand that the UNMIK mission be abolished" until he is blue in the face - means nothing without the agreement of Russia.

UNMIK is dead anyway. As proof:
How many times have Serb officials written to turn the power on (without paying) or to allow Serb officials in Kosovo? What has UNMIK done? All they could...which is nothing. I think US /UK /France can veto any funding for UNMIK if they want to but they will try to do it little by little.

kate

Radoslav - I'm pretty sure that it will work the other way around. That the existing resolution will be automatically renewed unless a new resolution is passed to replace it.

"The Kosovo Albanian government's foreign minister"

Since when a PROVINCE can have a foreign minister?
Stop the nonsense: Kosovo is just a Serbian province!

It all seems that you do not read/watch the NEWS. Just yesterday, Kosovo Border Police did not allow to enter to Kosovo 6 Serbian members of parliament, as they did not have a previous permit to enter Kosovo from the Ministry of Foreign Affairs of the Republic of Kosovo.
Sorry!!!!! UNMIK and Serbia in the Republic of Kosovo are DEAD!

Radoslav

Feel free to correct me if i'm wrong but isn't UNMIK on a limited mandate in terms of it's timeframe? I thought it is operating on a 12 month basis, which when it ends/ended had to be renewed by the UNSC. If that is the case, what stops the US and UK from simply not renewing the mandate and effectively give the KLA what they want?

...Hyseni added that he will "speak about the progress made in Kosovo since the independence declaration".

That won't take long since no progress has been made!

The disastrous performance of Hyseni as "foreign minister" illustrates the technical weakness of the present UCK regime in Kosmet. In Rugova's day, K/Alb lobbying was quietly effective, but the mafiosi in charge of the province at the moment clearly believe too much of their own hype if they think this feeble demand is going to provoke anything other than scorn. Good news for for those of us who recognise the justice of Serbia's case, however.

No chance of UNSC approval as long as Moscow and Beijing are there. So Hyseni might as well wish for the moon.

Only Serbia can ask the UN to leave because according to UN, Kosovo is Serbia.

So huff and puff all you want, but you will not be listened to by the UN.

kate

This guy makes a mockery of international politics. People who have such a limited understanding of legal procedures and international structures should not be in any position of power.

The UN is in charge of the protectorate of Kosovo, which is still a legally recognised part of Serbia.

EULEX is only there because Ban and the UNSC agreed to the 6 points set out by Serbia, and even then EULEX can only operate under the UN umbrella. That is the limit of its mandate.

Now more than ever Serbia needs a strong government, and while Tadic is clearly progressive in many ways he does not appear strong enough on this issue. Maybe behind the scenes he is doing the right things, but he needs to make stronger statements and come up with a decisive strategy to protect the Serbs in Kosovo and Serbian territory.

The UN also needs to step up and make sure that its agreements and resolutions are followed.

They are shamefully weak and seemingly afraid of upsetting the provincial government.
