"Human rights respected, problems remain"

"Serbia, Kosovo and Montenegro, on the whole, respect the human rights of their citizens, though there are problems," says a U.S. State Department report.

The US had 233 uninterrupted years to stop discrimination against their own minorities, including women. Grade = (E) for effort.

233 years to stop police profiling, abuse, and brutality against minorities, especially against the African Americans and "poor white trailer trash." Grade = (F)

233 years for the death penalty "justice system" to stop imprisoning and executing innocent people-- especially the highly disproportionate numbers of young African Americans, while the wealthy whites get off lightly, and the super wealthy

Some parts of the serbian police are certainly corrupt. I've been hassled for a bribe 3 times already in recent years for minor motoring offences whilst visiting serbia. And the complaints to upper levels hit deaf ears.

My "minor" offense was, I was going with 60 mph in posted 60 km/h zone and at the end of the zone was a white Zastava with radar. The officer lowered the fine (3000 Dinars) to 1000 Dinars after noticing in American passport the country of birth and realizing, I did not even try to speak English to him. ;)

Afterwards, he was more interested to see the unusual mile-odometer than the kilometer-odometer he is used to.

I NEVER EVER was asked for bribes in SRB/KS/HU/CRO/BiH/USA/CDN. But I know, corrupt cops DO exist. I was asked for bribe in FYROM (on the train!) and Bulgaria has a sad reputation, worse than ex-YU.

I also know, many border guards ask for bribe to either let people pass without visa or just to let people pass.

The worst problems as I heard are in Ukraine - coming/going with a "better" laptop is as bad on Ukrainian border as having a car full of cigarettes on Hungarian/Serbian. They are reported to be worse than Bulgarians, but I have no personal experience lately.

I think what the US is doing is quite bizzare.Its not US job to make such reports.

But than, it's not our job to criticuze human rights in Pakistan, Afghanistan, Saudi Arabia, most of Equatorial Africa. We all do because from our point of view they practically are non-existing. Also of note, these regions share the same religion - which has a huge challenge to keep up with the progress of humanity.

I would formulate it differently: "The States has no MONOPOLY to carry the torch of ethics". But it does not mean, it should not carry - as long as it does not pretend to have a monopoly on that. "Humanitarian bombing" shows how evil such things can get if monopoly is allowed.

What on Earth would the US State Department know about Human Rights?

Their arrogance knows no bounds. Actually, I term it 'amerrogance' as I believe it is a type of arrogance that most civilised Nations cannot possibly fathom.

We all can see the level of respect for Human Rights the US State Department has shown in places like Iraq, Kosovo i Metohija, Bosnia, Cuba, ahhh!..the list seems endless.

funny how the US is talking about human rights and whatnot. I would wonder why a country which still has a very strong "deep-south" with their "gold-ole-boys" linching the african americans even in this day in age. They talk about prison conditions, but how can anybody compete with a country whos incarceration numbers are in the tens of millions of prisoners: America has better practice than anyone else in building good prisons.
Oh and curroption, please. How many years go by between political corruption scandles in the States, or Police officers misbehaving (Rodny King comes to mind).

What a bunch of hypocrites the Americans are. No doubt Serbia needs to improve some aspects of society but America is not the country to lecture us. Some year ago prison guards in California were letting prisoners fight, sometimes to death, while they were betting money on it. And let's not talk about Guantanamo. Not to mention all the curruption in the police force and the judicial system etc...
