EULEX chief Yves de Kermabon said in Štrpce on Tuesday that, "from the technical aspect, it is better to have a single chain of command of police in Kosovo".

No problem teaming up all the different ethnic groups as long as they are all under the control of Belgrade.
Kosovo is Serbia and Serbia alone should decide who is the chain of command.
Sure, the UN is temporarily there, but eventually they have to go.

I he wants to implement "technical solutions" he should go to Lyon or Bordeaux. In Kosovo he should take into account a definetely not "technical" ethnic conflict with the accompanying conflicting "principles" and discrimination.
