SNSD, SDA and HDZ leaders Milorad Dodik, Sulejman Tihić and Dragan Čović have reached an agreement on the basic principles of operation in Bosnia-Herzegovina.

Seems to me the three leaders dont actually know what they agreed to.
Dont expect Tihic to has signed for a croatian entity or for Dodic to moving the entity boundaries. I assume they didnt agree anything but had to face the press and sound like something was accomplished. To me it was nice to see them at least working together !
