-----"My philosophy remains that if you're that determined to help out the K-Serbs, go there. Set up shop in Mitrovica, Orahovac, Gracanica, and Strpce. Work with the people on the ground instead of just throwing money in the general direction and hoping it reaches its intended people."

Ummm...they need visas from the Republic of Kosova and no one will give it to them to set up parallel institutions

Since you've decided to single out the West... could you give us an "example" country/region in the world that is so praiseworthy in the use of public funds that all Balkans politicians should try to emulate?

A major problem when someone tries to manage a region from a distant capital. My philosophy remains that if you're that determined to help out the K-Serbs, go there. Set up shop in Mitrovica, Orahovac, Gracanica, and Strpce. Work with the people on the ground instead of just throwing money in the general direction and hoping it reaches its intended people. You cannot talk about the sacredness of Kosovo if the people who still live there have no choice but to leave due to miserable conditions. If that happens, that is solely Belgrade's responsibility.

It would appear that these politicians and businessmen have truely adopted the Western motto. No matter what country you're in, when people aren't looking theres always somebody greedy enough to take the money that was meant to be shared. Take the massive econmic crash and the subsequent US bailouts. Where did the 700 Billion go? Bank of America wants more money already.
Ahh, the time honoured, age tested ways of the west are in full force in the Balkans. Of course, the Balkans have chosen to adopt the most dispicable western models without the whole to balance it out.
To the theives, congratulations on being selfish , may your pocketbook turn out like you heart, all shrivled and empty.

$430 Million for 5-7% of the population?? Kosova's entire budget is less than $2 billion a year and roads are built (600km), pensions paid etc etc. Someone from the Serbian side is stealing a lot of money!

$430 million for 130,000 people is equal to $24 billion for the entire Serbia. Imagine the jobs if Serbia invested $24 billion in one year

Thank you, Jeff, for voicing my feelings as well. When I read this article, I feel the same rage and disgust I felt after 9/11 for Red Cross despicable deeds, or misuse of the funds and donations for Catrina disaster relief. A thief is a thief is a thief, unfortunately, even in the face of a human tragedy.

Thiefs. Ballkan politics steal as much as you can while you can. In the name of the people - it sounds good too! This land will never have peace because the elite are intent on causing conflicts. Its the only way to stay at the top of the game. How many roads been built in Kosovo with the money? How many new schools and new houses have been re-built with the money? Has any monies been invested in the old factories so that could be brought up to date and perhaps compete in the real world? I can almost bet that the majority of the money was stolen by people who say will never give up Kosovo.
