Ban report circulated to UN SC members

UN Secretary-General Ban Ki-moon's Kosovo report has been distributed to the Security Council members, B92 has learned in New York.

You are reading too much into this. Nothing has changed, note this is Bans report to the UNSC, there will be a discussion (no votes) EULEX has their agenda and framework established since before Independence. There is no new resolution. EULEX will make regular reports to UN, notice no where is there mention there has to be ongoing approval from the UNSC. Some may not like what EULEX is doing at that point but with a deadlocked UNSC there is no action to be taken once in the door.

All negotiations have been between Serbia and Ban, EU or EULEX has not been involved in any of it.
There will be an initial partition of Kosovo administratively, will it be permanent? That is for future talks between Kosovo and Serbia to decide along with UN/EU guidance.

The bottom line is if there were no change in the status of Kosovo from 1999, there would be no need for change in administration from UNMIK to EULEX, and the fact that it is happening initially in the predominant Albanian areas that strongly supports the Independence says it all.

It seems that finally Serbia realized they lost Kosova for sure and forever. The only thing left to them is a ridiculed influence supposedly over desicions pertaining Kosova. Long time has past when Kosovar leadership offered Decentralization to Serbs (their own bosses without Pristina interference)but that train has pased and gone. Until yesterday Serbia and Kosovar citizens of Serb nationality slammed and tounted UNMIK and now they're asking for it. Even today they don't allow anyone in Northern part of Mitrovica but suddenly they agree to an EU presence-the same countries that recognized Kosovar Independence.

Ben, and I find it funny that you think you can teach the UN what is democratic and what is not.
I too am laughing, but laughing at what you said not what the SG is saying.

You can stop with the 95% argument. First you have to explain how you became such a majority in Kosovo. Second, Kosovo is part of Serbia where Albanians are NOT 95%. I agree, majority rules but you are not the majority in Serbia (legal owner of Kosovo).

What the majority in Kosovo does not understand is that they are not going to get the entire pie. 50/50 means that the enclaves and northerm Mitrovicia will be run by UNMIK the rest by EULEX some think that the EU is there for guidance no, they are there to run Kosovo you might think different but don't be fooled by dreaming. Now people say then we want Presevo, LOL you have kidnap 3 German Citizen threw them under the bus for a bombing that was done by albanians to cover this up. Do you not know how many intelligence units are in Kosovo? For those who think they know they don't. So please understand this, EULEX will deploy and the UN is going to tell you in Kosovo how it is going to be. Face reality

Generally, what is meant by neutrality is 50/50 position.

In Kosova 95 speak with one voice and 5 are contrary.

Any “neutrality” of 50/50 is undemocratic, unfair and Pareto- inefficient solution ;) or maybe you have to invent a new word about ‘neutrality’- sorry for being a rational economist ;) but you make me laugh with these silly and inappropriate categorisations.

The problem here is that UNMIK has been 50/50 and any other continuation of this policy is unsustainable- UNFAIR.
95 have their rights and they HAVE to be respected- if not good by democracy hello Lenin (Putin if you prefer;)
