The key issue is get Serbia and Russia to agree to EULEX. Once in the door there will be no more control. Of course it will be under the "umbrella" of the UN, EULEX will make maybe quarterly reports to the UNSC as to what has been done and progress but they will not be part of the decision making. Of course if any of the UNSC members are unhappy with the results all they have to do is obtain a veto proof agreement to remove EULEX.
It is like the board of directors for a corporation that hires a CEO to run the company. They can say you will do this and not cross these lines. But the CEO has full control and he makes his own decisions and if those are in violation of the board then they muct get an agreement among themselves to remove him. In this case the board (UNSC) not only would need a majority but to get all 3 of the veto capable countries that are a part of the EULEX mission to say "we should be removed"
All this with the formal blessing of Serbia.
Anyone who doubts this must answer the question "Why 2 missions, one which has no Serbian or Russian input.

Whole world (UN, EU and US)will put in report that Pristina's officials don't agree(big deal) and plan will go through as announced anyway.
And at some point they will give some update to same Pristina's official how plan progressing(to keep US and UK happy - forality).
"Kosovo never can be pressed by anybody - it's really inependent" - ya, how even countries who recognised UDI - don't get it - OR they finally get the reality but only only one left not understanding are some kids on this site - still riding some false euforia based on empty promises and trying trading the others property.

Again, Kosovo enjoyed the most independence first six months - and they will always remembered it - but you don't live only from memories and dreams.

There is no need to remove res 1244 and replace it with something which doesn't specify that Kosovo is within the borders of Serbia.

Albanians have been told not to care what it says on the Ban's report, it will be ignored! US, UK, France, Italy, Peter Feith etc all told us that. It's just to fool naive Serbs still thinking that Kosova is Serbia. Tadic and Jeremic know it too.

US and EU wants a very very very weak Serbia so watch out for Sandzak or Vojvodina. So far, only the true Serbian nationalists who care about Kosova have gotten it right, EULEX means full independence. Neither Serbia nor Ban can say or do anything once it's passed to EU-US-LEX. Ban is cornered by 3 UN SC members and Serbia cannot say no because they hope to join EU. The French and everyone said: No one who wants to join EU can say no to EULEX. If North Mitrovica is divided Albanians will return the favor in Presevo but no one trouble so no division within division.
