President Boris Tadić says Serbia would not agree to the deployment of EULEX before receiving solid guarantees that her conditions are fully taken into account.

This focus should spearhead the diplomatic efforts of Serbia and we should look for help from Russia, China and other nations that respect agreements and international law.
Why did the west agree to these terms if they do not intend to fulfil them? Like Obama says, "it's time for change" and honesty to be restored to American politics.

Have any parts of resolution 1244 ever been met? No. That was signed but never intended to be adhered to so why would this be any more guarantee?
When you prove to us that you can demand that res. 1244 is adhered to and we have this happen on the ground then you can try to convince us that Serbia should make any more deals which involve foreign troops in Kosovo which you cannot ask to leave when they breach their own guarantees.
