EU criticizes Bosnian leaders

EU officials have sent a letter to senior officials in Bosnia-Hercegovina expressing their concern at the political climate in that country.

I wonder why no EU offial has sent any such letter to for instance the entity-leaders in Belgium, or to certain Scottish politicians?

Or is division fine only if already ARE an EU member?

I suggest the latter, since then it doesn't matter anyway, which is also why really don't comprehend much of the hate speech in Bosnia. If they managed to become a member, they could decide to split, fair and square. The EU would ensure the rest and procedure anyways.
