I really wonder, why the political elite of Serbia never asked the citizens of Serbia, whether they want to join the EU or not. isn't it this the most crucial question, before any other steps are done?

how can any Serbian politians have a mandate from Serbian citizens without a democratic referendum about the most important issue: what is the will of the Serbian sourvereign = the citizens ??

Having a wife from Serbia and having been there last summer...I have a hard time understanding exactly why Serbia is so aggressively pursuing EU membership. The way to grow your country economically is to make it attractive to capital investment...which can be done without EU membership. How was it done in Georgia? They have one of the most robust growth rates in the world. Was it simply investment in the oil pipeline by the oil companies...or was it a more attractive set of economic circumstances. Look long and hard...you may be better off in the long run outside of the rules and regs of the EU. They all go away in difficult economic times anyway.

“good neighborly relations“ with whom?
Article 135 of the Stabilization and Association Agreement is very clear on this point:
"The Agreement shall not apply in Kosovo which is at present under international administration pursuant to United Nations Security Council Resolution 1244 of 10 June 1999. This is without prejudice to the current status of Kosovo or the determination of its final status under the same Resolution."
Wich means that the "good neighbourly relations" (Art 5 ff) only concern the nations around Serbia and not the secessionist Serbian province of Kosovo and Metohia .
