The often used idiom "the train has left the station" means that some process is already under way and there is no point neither in struggling against it nor in ignoring it. Co-operation in the process is the option left, time for objections is over. And those who still can't understand or realize that the process is on are said to be left at the station or platform. Very often these people work hard as a means to ignore that the train is already gone and the station is empty.
So, I take my chance and tastelessly exaggerate this tri-party program and their motive: it is like if three French parties in opposition would co-operate in resisting the French Revolution.
Then about pity. Yes, it is a hard ball in the Balkans. Something ...very problematic. To have pity means to show compassion, to feel sorrow for the others because of misfortunes they have faced. It is a human respond. Something problematic in the Balkans.
And for sure one does not need "a position" to pity someone, not even in order to have pity for those three parties.
What about "For a European..."? Well, admittedly it is worn jargon. Yes, sometimes even comical. But as I wrote before, I hope you don't need help to know what it means.
