Is that so they can put a policeman on every street corner?

Every time I drive through Belgrade they seem on have a policeman on ever second street corner.

I know ZK UK I see on average 2 cops in every street doing next to nothing. There is hardly a time when I haven't used the bus without there being 3 cops. If we really do need a extra 14 000 cops, fine but they damn well better be doing something!
