If [US]EULEX is deployed through Kosovo then I am sure that Tadic's preconditons would be incorporated, including not using the A Plan and remaining under the UN Security Council.

This appears to be the only way that there will be full deployment - with mutual agreement.

Real head of EULEX says that it will not use force to deploy in serb areas, so can therefore only be done with agreement of serbs.

I can tell you Belgrade and Moscow will not accept Eulex AS IT WAS ORIGINALLY ENVISIONED. You may not realize this, but many EU ministers have recently stated that Eulex is staus NEUTRAL as an obvious attempt to appease the Serbians and Russians. Sure, by all means have Eulex in Kosovo (but MINUS the north). Morever Eulex will then have to be there without UNSC approval ie. it will be have to deploy itself there illegally. Hence the recent publicity by EU about Eulex's neutrality on the status question.
