It's not so hard to believe that there were stooges in the crowd. If you want to make a protest violent and use that as a reason to ban subsequent protests then you have to plant your own agitators within the crowd.

I don't trust the government in Podgorica at all. Anything is possible from them.

Then don't go there, and specially do not participate in violent demonstrations. They should arrest those that incited the riots and expel the rest
