This is clearly a tentative compromise between Serbia and Montenegro. Podgorica would vote in favor of Belgrade in the General Assembly. Belgrade in turn will be softer in its reaction when Montenegro recognizes Kosovo.

"Montenegro will back Serbia's initiative"
The Montenegrin Foreign Ministry has instructed its representative to the UN General Assembly to vote in favor of Serbia's ICJ initiative today.

....and recognize Kosovo UDI the very next day.
Montenegrian government's stance towards their brothers Serbs is beyond repulsive!
