The aid itself does not mean recognition of Kosovo as a country. Otherwise members like Spain and Cyprus would have disallowed it.
So why on earth should Serbia reject the funds? The Serbians will just take it to mean that their country is receiving over 800mn euros from the EU!

"EUR 359.1mn was set aside for Kosovo, which was listed separately."
Separately, of course! Even the EU (although not all of them have recognized Kosova) is accepting the new reality in Kosova.
This is a great deal of money for Kosova, considering Kosova's population is much smaller than Serbia's.
