If Albanians of good will do not overcome their fear of the mafia which currently governs them and speak out about the corrupt practices currently rife in Southern Serbia, then there can be no confidence from the rest of Europe or elsewhere in the veracity of the 'degrees' which are handed out at Pristina university. If Albanians want to go the way of Albania proper and be a backwater educationally, then they are going the right way about it. You cannot forge competence. However many 'degrees' are issued, if the brain power and knowledge of the recipients doesn't match the certificate he holds, no one with any integrity will take seriously Pristina university's 'degrees'.
Frankly I find it laughable.
