I wonder who has taken it upon themselves to give orders for UN to pull out when the SC has not authorised such a move.

Someone is going to be held responsible for this. Sounds like the dirty work of the SG.
Mr. Tadic, looks like you have given up on Kosovo. I don't see you protesting about this. UN cannot withdraw without a legal order to do so and that cannot have happened.

What's your next move?

Things are getting done. There is no thwarting EULEX, and UNMIK is history. As a result of this, now we have even Serbian officials publicly demand a partitioning of Kosovo. Perhaps some sort of Autonomy could be worked out for a part of north of Ibar, but presently the govt is concerned with the ICJ opinion (does this even matter at all??) which would take couple of years if it is allowed at all, in the meantime Kosovo is consolidating itself nicely.

Now the Kosovars need to truly put themselves at work over their economic situation, as that is the only thing that really interests their citizens. The independence is a done deal, but building up a country needs hard work. They need to develop a 5 year economic and judiciary plan that will be heavily scrutinized and worked on.

Good Luck to Kosovo, you can do it.
