"The government recently ordered the Republic Property Agency to prepare a precise register on the status of all government apartments and business premises.

Once the register has been compiled, the government says that it will become clear how many official apartments there are, and how they should be distributed."

Is this an admission that the government doesn't actually know what property it owns?

What other basic fundamentals of good governance are lacking?

Or is this just a clever ploy to fool the masses whilst a re-adjustment and re-allocation of properties is performed?
