The office of the international representative, ICO says that Kosovo Serb municipalities will be decentralized.

The issue of decentralization was never really in any doubt, particularly the Serb sectors. The question remains however as to how decentralized these areas are, and what abilities will these areas have in (re)creating ties with Belgrade or North Mitrovica. We all know what happened to a decentralized Yugoslavia, so the Dutch Sipahi better be careful at what appears to be the allowing of Serb sectors to go their own way.
