That is not universal. Yes, many Eastern Europeans in the countryside drink more than the average American, though America never encountered such wars, communism and things that set Eastern European behind the West. Secondly, many Eastern Europeans don't drink as much as people make them out to drink, and live very long years as well (all my grandparents lived to over 80, and most Americans with their obesity wish they could look 10% of what my grandfathers do). Also, in most of the Southern United States you can find people that easily equal their poorer, lower class Eastern European counterparts.

As I said, Shakashvili made an incredibly aggressive action and definitely deserved to pay for that, though I don't think the average Georgian who, in most cases, does not benefit from Shakashvili's pro-Western business, capitalist approach, deserves to. Why not have sent special forces to take down the government, rather than bomb Gori?
