Conflict brewing between Zannier, Priština?

Kosovo media have been speculating recently as to an alleged dispute between the UNMIK chief and Priština officials.

All the defiant statements from both the Kosovo government and some EULEX people seem to indicate that they are looking for a conflict. However - at the same time they have the problem that if they just throw out the UN they will make it much easier for Serbia in the International Court of Justice.

Dear all,
Kosova is independent now. All should understand that UN mission is almost gone, and no need for more problems. Mr. Zanieri should hear also the voice of the new state officials.
Kosova now is recognized by 46 UN member countries and 20 EU member countries and growing. Our passport is recognized by more than 10 states and recognition is continuing. Mr. Zanieri with his poor experience in diplomacy should see this fact and act in accordance with it.
Mr. Acda is one of the best world expert's in customs and custom issues. He knows the business, compared to Mr. Zanieri trying to please the Serbs by wrong doing.
I think that Kosova institutions know what is right and what is wrong, and Mr. Zanieri's policy is the wrong one for Kosova as a whole.

@bmrusila: The problem is, that you must understand the new reality. I think you are not quite up-to-date, since there was an independence declaration and unmik including mister Zannier has already a "best-before" date and very soon they have to leave kosova. And I think, when eulex withdraws, kosova will be a EU member..

Zannier seems to be recognizing “the reality on the ground” we always here so much about from the Albanian camp.

Not as much fun when the shoe is on the other foot, is it?

Seems I’ve heard all these arguments before, but it wasn’t from the Albanian side…

It appears in reality there isn’t much difference in behavior between Serbs and Albanians after all.

Zannier is focusing his energy on trying to help the Serb minority adjust to their new surroundings, notice he is not interferring with the day to day operations in other matters concerning the Kosovo govt.

Joe, please tell us how is Zannier going to be expelled from Kosovo?
Who is going to tell him to leave and how are they going to enforce that?

Seems to me that you still can't see who your masters are. You are not allowed to decide anything in Kosovo. It's the UN who are in charge and Zannier is UN's man so huff and puff all you want, but Zannier will stay for as long as the UN wants him to.

Zannier has only a certain amount of force he can bring to bear and he can expect more flexibility from the side that has the most to gain by being accommodating. In the past this has been the Prishtina side: they've been easier to pressure, despite the fact they represent a majority, because the people they represented wanted one big thing (independence) and they were willing to compromise on many little things (official languages and the like). Now Prishtina is beginning to act like a true government and not an artificial administrative entity and is defending its rights as vigorously as Serbia has always done. This will give Zannier even more reason to argue for ending UNMIK's presence in Oct-Nov - the government of the country is not leaving him any room to act, and in any case, since when does the UN impose itself against the wishes of a country?

Kosovo independence is yesterday's news and the tide has now well and truly turned. I'm sure the Albanians can feel it. This will become more and more obvious with time.

What is obvious is that independence is now dead in the water. Kosovo is nothing more than occupied Serbian territory administered by the UN.

Have to agree with Mike here. Mr Zannier seems to realise that Pristina will never (and can never) deal with the concerns of the K-Serbs so UNMIK is the obvious vehicle for doing so.
Pristina can huff and puff but without the UN the barely functioning system in Kosovo would disintegrate completely.

Let's see. Working with K Serbs, meeting with their elected leaders, and working to ensure their security service gets paid. Seems to me Mr. Zannier is doing his job. It appears certain Albanian elites in Pristina are voicing thier dissatisfaction through their designated media outlets that they're not included in this dialogue. And why should they? This is a matter between UNMIK and the K Serbs.

Looks like Zannier is working with pragmatism, while Pristina continues to cling to their own interpretive idealism.

this independence-nonsense the k-albanians are told is just there in order to pacify them, to give them the feeling of having "won"...

so, let them boast around, that´s the best thing they can do ( and the only thing as it seems ), and since that is a perfect way to make them happy it prevents them from further destroying of serbian cultural heritage in the province.

bottom-line is: who feels like a winner could be the loser in the end.

That is a very "good" and "helpful" point but can you tell us why Serbian official "can not" undertand that they have lost Kosova for good which is guaranteed by the will of people living in Kosova. Why Serbia is not exercising "its rights" as sovereign country under the Resolution 1244? There is a saying in English "You either put up or shut up".

This is rubish. Unmik has no power in Kosovo. They are taking their last breath. Kosovo is independent reconized by 46 states and waiting for more to come. As long as albanians live in Kosovo then Kosovo will never be a province of Serbia. Serbia talks alote of nonsens while the kosovars are building a state carefully day by day. The independence came and then the constutution. Now we are starting to build our own army. Maybee its not a big army but an army that will take care of our internal problems and secure the civilians from criminals and terrorists. After that the mostly of the worlds states will reconize Kosovo as an independent state. Serbia has no longer sovreighnity over Kosovo because Serbia cannot send it's army or police to Kosovo. Kosovo has its own constutution and instututions that Serbia cannot controll and that makes Kosovo independent from Serbia. Kosovo is still dependent on the world but not on Serbia.

It's just a reality that Serbia has with it's own hands built up under the 90th centery. If Serbia would treat the albanians right under the 90's then Kosovo would never gain support for independence.


That means that Serbia has made Kosovo independent.

Hmmm... Kosovo leadership telling the UN what to do? Somehow I don't think so. If anyone's been following international news recetnly, seems that Georgia and Russia are close to all-out war over two separtists regions not unlike Kosovo. In fact, both separtist regions in Georgia cite Kosovo as their precedence for idependence.
With the threat of war in the Caucus brewing neither the EU or USA will have time or the patience for Kosovo's antics. Thaci better keep quiet till the East settles down or he just might be in for a rude awakening! No One wants a new conflict in the Balkans nor do they have the energy or resources to stave off both the political and economic turmoil of two simultaneous regions (Balkans and Caucus). Besides, which is more important for the EU? Kosovo or Georgia (with a crucial link to oil and resouces for Europe)? Yep times are a changing and the winds of war are brewing...

If EULEX officials were not satisfied with the UNMIK’s role, of course they are free to leave the province. Zannier is the only person that seems to understand the complexity of the situation in the province and as a real expert he tries his best to balance between the two ethnic groups by searching for pragmatical solution. He seems to be the only one to realise that both sides must sacrifice something in order to gain something more sustainable. As a real professional he understands that one side cannot be given everything while leaving the other side without anything. He avoids boiling and final explosion by all means.

The one must be enough courageous to send clear message to Kosovo criminal officials that they still live in other’s land which is forcefully robbed from the real owners.
