I would not be surprized if it was the result of another Chechen terrorist attack. This really is lowest from of cowardice, they do not stand up to the Russian Army, so they take out their frustrations on enemy civilians. The Russian Army has my blessing to do whatever is necessary against Chechen terrorists, they are as bad as the Taliban, Hamas, Hezbollah, Mujahadeen and Al-Qaeda.

Russia needs to increase the fight against still-present racism and esp. prosecute the infamous Chechen girl rape case (the rapist/murder needs 25 years without parole in Siberia).

The Caucasians are very protective regarding their girls - if you look at the Caucasian girls, easy to see, why ;)
For them to get back the honor of the family in such case is to see the criminal (in that infamous case a military official) to be punished to the maximum. He was already convicted, so he is not an "alleged" gang-rapist and murder, he is a real one. But he got away with way to short sentence.

IMO, the court should save more Russian and Chechen lives, make Chechens satisfied with the court, save the honor of the family and give that bastard full 25 years of "correction labor" instead of slap on the wrist. That would "drain" the fighting will of Chechens better, than a large military operation.

An significant part of Chechen fighters are so-called "black widows" - the female (often suicide) fighters who lost their beloved ones in the conflict. Here probably taking sample from tsarist Russia and the way Imam Shamil was treated by Tsar can help.
