I have lived and worked in both Bulgaria and Serbia, and it is very obvious that Serbia is better developed though it is not yet in the EU. This is the same reason why Slovenia rates much higher than some of the countries that joined the EU earlier. Nevertheless, Serbia should avoid the lack of transparency and absence of the rule of law in Bulgaria.
