Funcakes, Serbia can claim victory because all those countries which have not expressed publically yes or no don't do you any good at all. They have to say a firm yes and put pen to paper for them to be of any use to you.
As far as Serbia is concerned, as long as they have not done that they are more valuable to Serbia.

Conclusion, Serbia is in a much better position that independent Kosovo.
I am still waiting for that wave to come.

To Kate.
Dictatorship (yes, not and +/-).
Here we are:
Algeria (+/-), Argentina (n), Armenia (n), Azerbaijan (+/-), Bahrain (+/-), Belarus (y), Bolivia (n), Bosnia and Herzegovina (n), Brazil (n), Chile (n), People's Republic of China (y), Colombia (n), Cuba (y), Cyprus (n), Egypt (+/-), Georgia (n), Ghana (n), Greece (n), India (n), Indonesia (+/-), Iran (y), Israel (n), Jordan (+/-), Kazakhstan (+/-), Kuwait (+/-), Kyrgyzstan (+/-), Laos (y), Libya (y), Macedonia (n), Malaysia (n), Mali (n), Mexico (n), Moldova (n), Montenegro (n), Morocco (n), Mozambique (n), New Zealand (n), Nicaragua (n), Pakistan (y), Panama (n), Paraguay (n), Philippines (n), Portugal (n), Romania (n), Russia (+/-), Saint Kitts and Nevis (n), Serbia (n), Singapore (n), Slovakia (n), South Africa (n), Spain (n), Sri Lanka (n), Sudan (y), Tajikistan (+/-), Thailand (n), Uganda (n), Ukraine (n), Uruguay (n), Uzbekistan (y), Venezuela (+/-), Vietnam (y), Zambia (n).
In the list I do not find North Korea but, as far as I know, it could belong to the group of Serbia's supporters.
Not a good company, don't you think?
To becoming a sovereign state it takes, above all, the rule of its own territory. If some entity/country recognize your sovereignty, then, you are definitely a sovereign state: Kosovo is a sovereign state.
Kosovo does not need the USNC recognition.
For instance, Switzerland is out of the United Nations but I would like to know if someone can say that Switzerland is not a sovereign state.

@Ahmet Isufi
Your thinking that Albania and Kosova are one. They will be one one day just like the old times.
Sorry b92, but I had to correct ZK for his blunder.
(Ahmet Isufi, 26 July 2008 18:25)

Ahmet, for me, the only way to achieve that is if there will be no border anymore both entire Serbia and entire Albania being in the Schengen zone. It's what you mean? Than of course no one will object. If you mean the "Great Albania", please elaborate this in detail. We are listening, how you imagine and how you want to force your ideas down the throat of other Albanians who according to every Albanian poster are "very pro-western" and "very pro-EU" and "very pro-USA". I smell some problem here.

@byrek e bakllava
the only way for serbia to get kosovo back is to convince the albanians of kosovo to come back. how you are going to accomplish that is beyond my wildest immagination. Poor Jeremic, Kostunica and Milosevic created an unsolvable problem, that he now has to handle.
(byrek e bakllava, 26 July 2008 18:06)

That's right, the only way is with a LOT, again A LOT of burek and baklava. :)
It's not beyond imagination tough. Give people like Jeremic more time. Get a time machine, go back to the era of enver hoxha and back than you would call Albania's progress in 2008 being "beyond wildest imagination". Correct?

@Adrian: If you speak about Soviet occupation, yours ended in 1958, but for us it was not up until 1990 when it ended. Besides, 1956 we were directly affected. There is no laugh, what I wrote is a known fact and part of our history.

@Jovan: Joe is Hungarian 100%. I am somewhat puzzled, why does he support the Albanian cause so strongly. Perhaps in the "joy of revenge" because of Trianon disaster. "Joy of revenge" is a bad joy, does not bring much luck and I don't see where it would bring besides getting some scores on youtube... It's probably much easier to be on Albanian side for Hungarians in America than in Hungary or Vojvodina:

http://tinyurl.com/5bey92
http://tinyurl.com/6fb7gj
http://tinyurl.com/6kov4l
http://tinyurl.com/6k6nb8

Albania was a pretty bad "dictatorsquip" under enver hoxha. Now Kosovo is on all levels a cleptocracy, run by a group which has several sadistic murderers and thieves. It's up to Kosovars to clean up their act. Jail in Hague is probably a very fine, luxury place. I am perfectly fine if people like snake, pigeon and the rest spend their time in a Prishtina-jail instead of Hague.

------------------------------------------

Otherwise please look at this link:

http://www.un.org/webcast/stakeout.html

Please note, every speaker had a title. For instance:

"Special Representative of the Secretary-General and Head of the United Nations Interim Administration Mission in Kosovo (UNMIK), Mr. Lamberto Zannier"

or

"Minister for Foreign Affairs of Serbia, Mr. Vuk Jeremic"

or

"President of the Security Council and Permanent Representative of Viet Nam, H.E. Mr. Le Luong Minh"

Except one. Who?

"H.E. Mr. Skender Hysini". Notice, his name was mis-spelled(!!), it's "Skender Hyseni".

Clearly, according un.org web site Mr. Skender Hyseni has no official title, only "H.E.".
H.E. means, "His Excellence".

What it means: http://tinyurl.com/5r4deb

"Excellency is a honorific style given to certain members of an organization or state."

Also:

"In various international organizations, notably the UN and its agencies, "Excellency" is used as a generic form of address for all heads of state and heads of government. It is often granted to the organization's head as well, and to those chiefs of UN diplomatic missions, such as Resident Coordinators (who are the designated representatives of the Secretary-General), who are accredited at the Head of State (like Ambassadors) - or the lower Head of Government level."

In other words, "H.E. Mr. Skender Hysini" is correct from U.N. point of view: he is associated with an organization. But that U.N. official web site misspelled his name is probably a sign of his utter importance. And for sure he is not a Foreign Minister of a country.

how they can seriously be writing about dictatorships while being ruled by a bunch of criminals is beyond reason.

These muslim comments about Russia "pulling the plug on Serbia" make me laugh. Their reason for supporting Serbia is payback to the us for losing the cold war. Standing up to the us for Serbia helps keep Putin and co. in power. As to who will crack first remains to be seen, but who is wasting tens of billions of dollars per month in Iraq and who is afraid of Iran because their economy is vulnerable to oil price increases. Somehow these alb muslims think that they are more important than americans who struggle to pay their bills. And that is what makes me laugh the most.

Dan: "what greatest countrys of democracy are for serbia HAHA they are all dictatorship countrys!"

What an insightful comment, but I just wondered if you thought all of the following countries are 'dictatorships' as well (or that some on your list 'for Kosovo' are up to close scrutiny):

Algeria, Argentina, Armenia, Azerbaijan, Bahrain, Belarus, Bolivia, Bosnia and Herzegovina, Brazil, Chile, People's Republic of China, Colombia, Cuba, Cyprus, Egypt, Georgia, Ghana, Greece, India, Indonesia, Iran, Israel, Jordan, Kazakhstan, Kuwait, Kyrgyzstan, Laos , Libya, Macedonia, Malaysia, Mali, Mexico, Moldova, Montenegro, Morocco, Mozambique, New Zealand, Nicaragua, Pakistan, Panama, Paraguay, Philippines, Portugal, Romania, Russia, Saint Kitts and Nevis, Serbia, Singapore, Slovakia, South Africa, Spain, Sri Lanka, Sudan, Tajikistan, Thailand, Uganda, Ukraine, Uruguay, Uzbekistan, Venezuela, Vietnam, Zambia.

20 minutes after UNSC debate concluded I wrote a coment ,but apparently it never made it on this web page. I will try again.
It was a very intereting debate and to my suprise Mr. Jeremic was very diplomatic but at same time he showed his weak hand and very much was waving his white flag. Kosovo FM Hyseni took the floor twice and was very clear on his message. I was excpecting replica from Mr. Jeremic but it never came.
Ladies and Gentelman , the gameis over and your Ruski friends are getting tired of trying to be Serb more than Serbians( It is like you cannot be more catholic than the Pope). Kosova , once again got the majority of support as usual in UNSC.

It was impressive to see how Mr Hyseni represented Kosova in the UNSC with class, dignity and professionalism like a true diplomat and statesman, while Jeremic looked like a little propagandist full of lies and deception. Jeremic went on as usual in his tired bursts about the Serbs in Kosova while apparently forgetting to mention how these Serbs are denying WATER to the Albanian communities in the north Kosova, an act that is no less criminal than the bombing of the bread lines in Sarajevo.

Kate

pre 15 godina

I'm not even sure why Mr Hyseni was at that meeting but just because 43 countries recognise a UDI it does not make Kosovo a sovereign state.

As for Zannier's comment: "Since the entry into force of the Kosovo constitution, my powers under Resolution 1244 are practically impossible to apply.”

Surely if there is a UN Mission in place and its chief is saying that he cannot fulfil his mandate, there should be immediate action to ensure that he CAN. If he's incapable then he has to be replaced.

The legal status of Kosovo is as a sovereign province of Serbia which the UN is charged to preserve.

Please tell me that the UN haven't put yet another joker in the pack? How depressing. I thought Paddy Pantsdown and that old guy who fell asleep during a meeting with the mothers of Srebrenica were the limit, but I'm beginning to wonder.

UN can't perform it's duties because the Kosovo government won't let it perform it's duties.

As far as the Kosovo government is concerned, Kosovo is independent, and is being ruled by it's independent government.

The UN would basically have to launch war against the Kosovo government in order to take back power.

This whole meeting makes Russia seem even more irrational, wanting to artificially extend the mandate of a ghost entity like UNMIK.

Another victory in the road to embarassing Russia and it's policies in the international arena. The question is, how much is Russia willing to damage it's own reputation before it pulls the plug on Belgrade.

It looks like this situation is going nowhere and will continue to go nowhere until the US/EU side gives in a little. So far, the only side ever showing the ability to compromise is the Serbian side. What does that say for the rest? The US/EU plan is to never budge so that with time the Serbs and Russians will lose initiative and give in. Unforunately, I believe they are playing the wrong hand. Neither the new Pro-Western government of Serbia nor Russia is willing to give up. Further, it's been 5 months now, yet only 43 states have recognized Kosovo so far. What about the rest? If other countries were so strongly in favor of Kosovo's independence why weren't there massive recognitions? So far the recognitions have been politically motivated by the most part. So what's left? Stalemate. The US and EU will continue to move forward as nothing can be done to change. However, Serbs and their allies will continue to fight against independence, and this may last for years. Nothing will change.

I smell some problem here.

@byrek e bakllava
the only way for serbia to get kosovo back is to convince the albanians of kosovo to come back. how you are going to accomplish that is beyond my wildest immagination.

Albania was a pretty bad "dictatorsquip" under enver hoxha. Now Kosovo is on all levels a cleptocracy, run by a group which has several sadistic murderers and thieves. It's up to Kosovars to clean up their act. Jail in Hague is probably a very fine, luxury place. I am perfectly fine if people like snake, pigeon and the rest spend their time in a Prishtina-jail instead of Hague.

“As a consequence of the policies pursued by the Serb and Albanian communities in Kosovo, the space UNMIK has to work in has changed. Since the entry into force of the Kosovo constitution, my powers under Resolution 1244 are practically impossible to apply,” said Zannier.

What are you talking about?? This so called kosovo constitution has no legality at all to exist. since resolution 1244 is very much in place.

Dont fool the Serbs Zannier!!

Daniel

pre 15 godina

Kate

pre 15 godina

Ahmet,

Saying "Ruski" in that context is not kosher, with one "s". For instance, I usually use the "qu" inside of "Shquiptar". Let's continue the talk without shortening words and slender.

As far as "game over"... that is "по воде вилами написано". I just want to remind you, how did drop like a hot cake the American "friends" Hungarians and Czechslovaks in 1959 and 1968. And ever heard about American "support" of Draza Mihajlovic? Being naive is expensive. You may land up paying dearly.

Adrian, Ahmet,

I congratulate you and all Albanians for 2 importants things:
- the official presence of Mr Hyseri as the representent of an independent country. As the world noticed even the Russians couldn't do anything about his presence. This is a big erosion of the Russian/Serbian position.
- the brillant performance of Mr Hyseni at the session.

Last observation: this quarterly meetings - completely irrelevant and waste of time - will go on for a while until people will realize the futility of it.

In the UN level, you have 43 countries that have recognized and 32 countries that have explicitly said they won't recognize.

The rest is either pending recognition or has not expressed it's views on the matter.

It's pretty hard to claim victory on either side with 62% of the UN members being uncommitted or undeclared.

Unless you're Nostradamus.
