The individuals in the photo are the ones principally responsible for those crimes. Unfortunately some of them died before they could be judged. Only one is still on the run -- Karadzic. Third-rate or not, he must be arrested and brought before the court to face the grave and well-documented charges against him.

Get real, the US State Dept. foreign policy is filthy, wherever they stick their nose in the world. As far as Mladic and Kardic are concerned, bring Clinton, Albright and Clarke to the Hague, and maybe a deal can be arranged, not involving Holbrooke, of course. His hands are too clean.
