A promise made by the UN and EU that EULEX will be deployed by October likely won't come true, a report suggests.

why they have to discuss in the security council this reconfiguration? isnt it that the secgen gave the so called green light? but wait look at this excerpt from unmik birthday. ISNT IT OBVIOUS WHO IS IN CHARGE???> UNMIK was born on 10 June 1999 when in resolution 1244 the Security Council
authorized the Secretary-General to establish in the war-ravaged province of Kosovo an
interim civilian administration led by the United Nations under which its people could

this unmik reconfiguration is part of atishari plan and i am sure if this will be put to a vote in the UNSC which is the legal way, then surely it wont pass at all. the UNMIK was created by the UNSC and therefore any changes, and termination of the UNMIK is vested in the same UNSC which created it. no questions about this.

So recognition is left for each individual country to decide. Does this mean that every minority group around the globe can just declare independence and wait for a few countries to recognize them and the country whose borders are being changed cannot do anything about it?

I think not. This would be chaos as you would always find certain countries willing to rip arart others. You will always have every group being recognized by someone.
The UNSC is the only place where any change of borders can take place so therefore Kosovo has no hope of every becoming a country. They will never get that.

EULEX cannot succeed in this either, but in case this goes ahead RS will have enough countries recognising it as a country as well so goodbye Bosnia as we know it.

Whatever happens here, Serbs will be the winners in the end.

So basically this article is saying that Kosovo's de facto partition won't officially take place until after Halloween.

so, an albanian "newspaper" is quoting from "reliable sources"?

after all it serves it´s purpose, as we can see in comment no.2, ...for some albanian kiddies, it´s a basis for developing own, flawed theories and fantasies...

I´d say the bottomline is quite and simply: the K-albanians are being duped, and the smarter ones will slowly realize it, I guess, the others will stay stupid and believe to be "independent".

the difference between independence and actual autonomy is not understandbable for them, it seems.

There will be no more action other than talk from the UNSC on the subject of Kosovo. Jevic you say that without UNSC approval UNMIK reconfiguration is gone. Maybe you have been out of touch for a while. Ban KI Moon has authorized the reconfiguration. Russia has voiced his opinion that he overstepped his authority, however the majority of the UNSC feel that he is operationg within his mandate. Therefore Russia is powerless to stop it unless they can get a consensus of the the rest of group. Takenote the reconfiguration is not being put to a vote before the council whereas russia would be able to veto.
It looks like a lot of UN staff are going to be home with their families for Christmas.

Serbia should be very cautious on this reconfiguration proposal and see to it that no "hidden" clauses that would interpret as implementation of this UN unrecognized Ahtisaari plan and so called kosovo independence. Takenote that without UNSC approval the UNMIK reconfiguration is gone.
