No Miri, it probably wasn't.
But we can all be sure that the Serb Assembly of KM elected in a democratic way is.

The foreigners will have to deal with them when they are trying to steal serbian land for pipelines or whatever other illegal action.

The action plan was never intendend to retake albanian parts of Kosovo, just to insure that Norhtern Kosovo and the enclaves will still be ruled as a part of Serbia.

And even you and all albanians here have to give credit to the action plan, it works, don't you se?

"This is a perfect opportunity for the Serb Assembly of KM to show Pristina, UNMIK, the EU, and yes even Washington that they are the political authority north of the Ibar."

I reckon, was the water pipe part of the action plan compiled by the ex-ministry of Kosovo?

I think that it's about time that someone has decided to pay attention to the Serbian side of this conflict. There has been so much negative propaganda villifying the Serbs, and seemingly over-exaggeration of atrocities that have mostly been attributed to the Serbs. However, the atrocities committed against them by other factions seem to be quickly introduced as untrue. As an American of Serbian descent whose father emigrated from the former Austro-Hungarian Empire, I find it very unbelievable that the Serbs have been our allies during 2 world wars, and must endure the pain and suffering just as others have during this conflict, and still always seem to be the "bad guys". It is unfortunate that politics instead of God decides the fate of these God-fearing people.

Lets see...
The water project scheduled to go through serbian land will not be able to be used by the serbs... sounds unfair huh?
What right do the non-serb portion of the town have to say to that statement? Please spare me the laundry list of grievances of 7th and 8th century atrocities, 1999 atrocities and blah, blah, blah.
I really want to know the "here-and-now" justification for this. Hmmm?
Waiting...

This is a perfect opportunity for the Serb Assembly of KM to show Pristina, UNMIK, the EU, and yes even Washington that they are the political authority north of the Ibar. I'm glad to see that Mr. Zannier is taking a more pragmatic approach to the latest dispute in Kosovska Mitrovica by actually working with the Serbs rather than giving the orders to simply shoot. Depending on how effective and unified the Serb Assembly is, they may very well force Mr. Rexhepi, who at this point is the mayor of a separate town, to negotiate further construction of the water pipe through Serbian-held territory by meeting Serb conditions.

If a compromise is found, the Serb Assembly will have proven its worth (I honestly couldn't care less whether Rexhepi or other K Albanians think it's illegal or not). It's also a great opportunity to show where one side's political authority realistically ends, and the other begins.

UNMIK has all but officially acknowledged the Serb Assembly and realizes BG still holds sway in the north. It's now time to put that leverage to good use. I sincerely hope the opportunity isn't wasted.

"Ethnic Albanians and Bosniaks live in the northern, Serb-dominated part of town, but no Serbs live in its southern, Albanian half."

that single sentence says it all about the albanian terror against non-albanians.
