Govt. consultations begin in Macedonia

Macedonian Prime Minister-elect Nikola Gruevski has started talks with ethnic Albanians parties.

Normally that's the case. But I think there is an agreement of inclusion of an albanian party in the govt anyway (meaning no conditional). If that's the case, then what happens, given the present count on seats, in a situation like the one I described in my first post?

Gruevksi doesn't really need the Albanians.He uses them so he could be seen to implement the Ohrid agreement
so as to please the EU and NATO.His entrenched nationalism does't allowe him
any cohabitation with the Albanians as equal partners in a newly formed country.Time is running out and unlesss he accomodates the Albanians the past will become reality again.

Nikitas, VMRO won the election outright so DOES NOT need to have an albanian party in the government, ofcourse I would be good politics it it did.
Entry to the government to any Albanian party in Macedonia is conditioned to the acceptance of VMRO's stance on the name issue, meaning they MUST conform on this in writing if they want to get into the government

Just a quick question, since I dont know this little detail:
Lets say Gruevski coallites with DPA. And later he tries to pass a law that the DPA doesnt agree with. But since he has the majority in the seats, he passes it anyway. Is there any clause or direction or anything that rules the Govt against such a thing? I mean, since he HAS to have an albanian party in his govt., does he also HAS to have the "permission" of that party to pass a law?
