"EULEX only with resolution, Belgrade green light"

Russia is not opposed to the EU role in Kosovo, but its mission must be regulated with an appropriate UN resolution, Moscow says.

If anyone knows the recipe of Russian/Ukrainian борщ - unlike the Polish, carrots are very important part of it. It's a tasty carrot.

Read again:

"Russia is not opposed to the EU role in Kosovo, but its mission must be regulated with an appropriate UN resolution, Moscow says."

AFAIK, EU is not a body within UNSC. In other words, EU mission is OK if EVERYONE in UNSC will give green light.

Further:

1) "We have nothing against the European Union taking part of the responsibility for the developments in Kosovo"

That means: we /Russians/ are happy if EU takes all financial responsibility because we won't spend a single Rubel where trillions already failed to produce any result" (reasonable approach, IMO).

2) "The deployment of EULEX must also be coordinated with the Serbian government"

That means: "at the moment Serbs are happy with the EULEX and give green light, we won't block it in the UNSC because we are not enemies of EU."

3) "Russia's permanent representative to the European Union Vladimir Chizhov said on Monday." That means: a person whose job is (among others) to bring proper борщ ingredients to Bruxelles did just that.

4) "but Russia's Ambassador to the United Nations Vitaly Churkin said that since Resolution 1244 is still in force, UNMIK must continue performing the functions envisaged by that resolution." That means: no agreement yet regarding EULEX with Belgrade = EULEX is not authorized by UN. Vitaly Churkin is not providing carrots for EU because it's not his job.

Why carrots? Because there are open bi-latetal issues between EU and Russia and both try with all diplomatic means to get more of any open deal. I don't see anything abnormal here. Russia is playing the game as it is expected. Neat carrot.

Russia have been consitant with the EU from day one. This article just confirms this. They have never had a problem with EU as long as it is given the appropriate authority and at this point in time, it hasn't. So I don't understand what the majority of the posters are talking about, acting like there was an about face with the Russian view. No such thing was reported.

Serbia - do you want Kosovo?

Yes - do something about it.

No - say good-bye.

I agree with those Albanians who say that you are not doing much to preserve your province.

Internal politics are not resolving the situation. You appear to be powerless in the face of the EU and US statements. However, I do think that if you mean it, you could (and should) move in and make your presence felt - but without the politics that Milosevic used to spoil Serbia's best interests.

This is Moscow's way of saying, we did all we could to help you but Tadic is in power now and we cannot be more Serbian than the Serbs.

I'm waiting for Tadic to sign over Kosovo now, despite what he says.

This is the obvious consequence of the Serbian (Tadic)'s silence about EULEX before the UNSC. Russia will no more be opposed to EULEX. It's time of a new UNSC resolution on Kosovo and tehrefore Tadic must define openly the Serbian line about EULEX,Feith and EU's role in Kosovo. Otherwise all will run in the Prishtina's point of view, with the due consequences for the K. Serbs.

This throws it back to the EU;

"if this mission is formed in the appropriate international legal way"

- i.e. if you want to be in Serbia's province then respect Serbia's sovereignty and territorial integrity!!!

Solano can make the same statement as he did for Georgia so whats holding the EU backin respecting Serbia or don't they ???

isn't it a coincidence that almost all UN Kosova administrators' last names end with ER? Kouchner, Steiner, Rouker, Zeiner, Holker

Essentially the article says: Russia is OK with EULEX.

I would like to see Kostunica's and Tadic's face now ;)
I think now Russia is looking how to walk out and preserve her pride after this Diplomatic Afghanistan named Kosova. More of this sort of declarations are to follow.

I don't understand why Serbs insist on UN to oversee Kosova. It was UN who blessed UNMIK, which in turn is responsible for administering Kosova away form Serbia, which stood by and did nothing when Independence was proclaimed, did nothing when constitution went enforce. UNMIK stormed the court house in Mitrovica. UNMIK did not finance any project to develope Kosova, nor did they take any concrete steps for returnees.
How much worse can EU(LEX) do?
