If anyone knows the recipe of Russian/Ukrainian борщ - unlike the Polish, carrots are very important part of it. It's a tasty carrot.
Read again:
"Russia is not opposed to the EU role in Kosovo, but its mission must be regulated with an appropriate UN resolution, Moscow says."
AFAIK, EU is not a body within UNSC. In other words, EU mission is OK if EVERYONE in UNSC will give green light.
Further:
1) "We have nothing against the European Union taking part of the responsibility for the developments in Kosovo"
That means: we /Russians/ are happy if EU takes all financial responsibility because we won't spend a single Rubel where trillions already failed to produce any result" (reasonable approach, IMO).
2) "The deployment of EULEX must also be coordinated with the Serbian government"
That means: "at the moment Serbs are happy with the EULEX and give green light, we won't block it in the UNSC because we are not enemies of EU."
3) "Russia's permanent representative to the European Union Vladimir Chizhov said on Monday." That means: a person whose job is (among others) to bring proper борщ ingredients to Bruxelles did just that.
4) "but Russia's Ambassador to the United Nations Vitaly Churkin said that since Resolution 1244 is still in force, UNMIK must continue performing the functions envisaged by that resolution." That means: no agreement yet regarding EULEX with Belgrade = EULEX is not authorized by UN. Vitaly Churkin is not providing carrots for EU because it's not his job.
Why carrots? Because there are open bi-latetal issues between EU and Russia and both try with all diplomatic means to get more of any open deal. I don't see anything abnormal here. Russia is playing the game as it is expected. Neat carrot.
