It was the western powers that fixed albania's current borders and gave it independence. Albania did not 'win' independence. Duh!

I don’t think that we need nuclear weapons. It doesn’t actually take that much to be safe from NATO. They only attack helpless victims. NATO countries are very sensitive to their casualties. They are also completely dependent on their air force. They must first achieve total air supremacy before they put troops on the ground. So if we just could get S-300 from Russia, NATO will not attack us. They could use proxies for ground war but we can deal with those if our skies are clear from NATO air force.

For small countries, like Serbia, the only way to get respect from those jarheads is to get nuclear weapons (Iran) or conduct a long term insurgent war (Iraq). Since Serbia is exhausted from wars, I recommend the Iranian solution. And it's very easy for Serbia: Sign a mutual defense treaty with Russia AND China and ask them to base some soldiers and nuclear missiles in Serbia. For the Chinese, that will be the first time Asian soldiers will be on European soil since Ghengis Khan or Attila the Hun. They wouldn't pass up that opportunity for payback on the west. Why do you think bush is so afraid of Iran getting nukes?

Maybe a better title would be:

"Foreign Colonial Powers to impose their will on the Balkans again"

It's just like the good old days with the Austro-Hapsburg Empire, the British Empire etc. dictating what will happen in the Balkans with neither the interest in, nor the input by, the inhabitants of the region. Now that's what I call progress!
