TOBB University of Economics and Technology: has been founded by The Union of Chambers and Commodity Exchanges of Turkey (TOBB) on July 1, 2003 (wiki). Not an old university and not sure about quality of the curriculum. Not a State university in Turkiye. But: 100% secular university, "Atatürk's Principles and History of the Reforms" is part of the curriculum, that means no Wahabbite insanity.

"Middle East Technical University", http://www.metu.edu.tr is a State university. Interestingly, they have a campus in N. Cyprus. Obviously backed by State, founded in 1956, has strong connections to the State University of New York and Australian scholarships.
That sounds pretty good for me. Better than Inshallah Madrasa in Quetta, Pakistan.

Bahcesehir University is relatively new, from 1998. According Wiki, an academic and strategic protocol was signed shortly after (February 1998) with San Diego State University in California. The English language web site greets with the portrait of Kemal Atatürk (not Usama bin Laden). The rector, prof. Deniz Ulke Aribogan is a lady.
From their web site:
"Following an English program for proficiency in Preparatory, the students are eligible for faculty courses. German, Spanish or Russian are given as a second language."
That's English, German, Spanish, Russian (not Pashtun, so probably no ties with Inshallah Madrasa).
They got Erasmus and via it exchange to almost every more-less developed part of the world (no Inshallah Madrasa in Quetta, tough).
My verdict: KosovO is of course Serbia - but congratulation on getting somewhat POTENTIALLY useful. From USA point of view: Dollars much better spent than on Camp Bondsteel. How useful it will be is depending, what these universities will bring in. Thank you, Turkiye, thank you USA.
