Ruecker: EULEX under UN auspices

aha... so, ...now it´s "eulex" under UN-auspices...,

well, I really don´t know what has to happen until some of our albanian friends here come to reason!

I mean, what more is there to be said???

"eulex" under UN-auspices... well, doesn´t that sound like the UN are still the main actor on the ground?

remember there is still UNSC 1244....

Let's see: at my counting, we have 5 sources of power in Kosovo today. They are, in no particular order:

1. UNMIK
2. EULEX (pending)
3. Pristina (limited to Albanian parts)
4. Mitrovica (limited to Serb parts)
5. Belgrade (pulling the strings in Mitrovica)

I guess 6 if you count the US, but all they want is Bondsteel and little else.

Added to this, we have “The UN secretary-general presented his vision of Kosovo’s future, while bearing in mind the concerns that exist within NATO,”

Let me predict what "Kosovo's future" will look like: when all is said and done, UNMIK and the EU want Kosovo to "work". They won't care how, and they won't care by what methods. They just want it to work. And by work, I basically mean "not breaking down". A Bosnia-situation would be more than ideal at this point. Therefore, if making Kosovo "work" under the conditions of 5 or 6 active powers, we may very well see significant changes on the ground in political organization and administration as long as Kosovo is a single-working entity. This could mean a number of things:

1. Dual government system between Serbs and Albanians (more and more likely everyday)

2. Indefinite presence of UN and EU (similar to Bosnia)

3. Contested international sovereignty in which Kosovo appears to be an independent state but is actually run as an EU-Mandate

Whatever is needed to get Kosovo to "work" is the bottom line. If that means subordinating EULEX to UNMIK, so be it. It that means limiting EULEX to Albanian sectors, so be it. If that means keeping it an EU colony, again, so be it.

One other prediction I cam make with relatively good confidence is if the EU-administered constitution provides the people of Kosovo with mobility similar to EU member states, you can bet your bottom euro that half of Kosovo's population will empty and move to Western Europe within a year in search of jobs and better standards of living.

the only legal way for this eulex is to replace its sister organization in the pillar 4 of unmik which will end in june 30. same woman changing only its dress. no choice guys sorry. 1244 is solid as a rock.

The only thing Rucker is right about is;

"it’s not up to me to make such decisions. "

- oh how right you are and what little authority Rucker has now given his incredilous bias in all that he has done as UNMIK head of Serbia's province - now when did he say he was going???

Certainly looks like the proverbial has well and truly hit the fan and the likes of Ruecker and other EUcrats are starting to fully comprehend the self made illegal mess they are making in Serbia's province - wait till it final sinks in for those who have placed all their support behind their puppet masters!

Serbia has time on its side and the clock is ticking for another of these self imposed non-deadlines which bring nothing tangible but ever greater instability and non-resolution...& I thought they said Status Quo could not continue yet here we are continuing with just that!?! Maybe this is the way forward - continue with status Quo but pretend EUMIK now run the show when it blatantly has no mandate and doesn't! hardly a receipe for economic development - you would have thought these so called "intelligent" EU elites such as Rucker (& way back to the first head of UN/EUMIK Kouchner) would learnt from the poor record over the last 9 years!!!

Ultimately the UN has a resolution which it has and can not rescind - 1244 and that is very clear over Serbian territorial integrity and sovereignity irrespective of what these "elites" would like otheres to believe!
