Many of these are Roma who don't go to school or drop out at the elementary level. Because Serbia has a large (and often under reported during census taking) Roma population it will make a difference in statistics like these.

Of Serbia's 7.5 million citizens, more than 1.2 million did not complete elementary education, Biznis i Finansije magazine claims.

Zoran Loncar, minister for education in Serbia, does not even speak a foreign language. he's a Kostunica-knight, by the way.

Unfortunately that is how west distroys the nation. Demonize them first by unlishing entire world against them then starve them in order to conquer. Just remember that most everyone in former yugo had to have primary education. Considering what had been done to Serbia in last decade or so I am surprised they are stil standing. I wish them well-they will make it. God bless Serbian people!!

The DS send their children abroad to be educated. Why would they waste the State's budget to educate the common man.
DS leaders are the true heirs to Tito's corrupt Yugoslavia.

I was shocked at reading this article,
It most certainly needs to be addressed by the new government and more focus and money spent on a national campaign in emphasizing the importance of education! What are the youth doing if they don’t attend schools, (throwing stones and burning embassies?). Everyone cries foul at being betrayed as to Kosovo and how International laws have been broken, the real question now is, Just how many of them can actually read and understand these laws that they claim have been broken? This also may explain the high level of support for the radicals, people with less education are more prone to being told lies and being misled.
There are enough schools and it’s not really an institutional problem but one of the will and desire for education.
