not sure what the big deal is with joining the EU, most people in my country (UK) want out, thats why we are not allowed a vote on it. The EU is over rated

"Let me try to read into this. Why new passports? What's wrong with the existing one? "
- the new ones are more difficult to forge.

"And what border controls? Is that a not too subtle hint to keep the K-Albanians out?" - This is to stop people slipping into Serbia and getting in to the EU. Mayble you dont realise but there are many people out there that would love to travel to EU visa free.

"I suppose the reference to tackling crime include handing over Mladic and Co."-
the reference is to organised crime - drugs, people trafficing etc

The initial "free" meant you didnt have to may the fee to apply. The requirements are quite standard for most functioning states and applied to all countries that entered the EU.
Vencor - the EU cant give you Kosovo back but can give you a better life.
I have been to Serbia recently and most people there live in poverty.

Lowe - "Why new passports?"

Because the current passport looks like it could be put together by a four year old child and has some of the least sophisticated security measures in Europe.
Criminals find it possible to forge EU passports - so they could have a field day with Serbian passports. The picture is stapled in, it's not even machine readable, never mind biometric, and it must be pretty easy to tear off the hologram and reattach it to a new picture, never mind the fact that it is issued nder the auspices of the FRJ.
No country is going to give visa free access when they have no way of being confident of the authenticity of the passports of that country.

Speed of talks would depend on Serbia’s readiness to meet all the conditions including establishing the good relationship with Kosovo and Macedonia and not interfere on Kosovo-Macedonian border dispute, to issue of new passports, border control with neighbor Kosovo, cooperation with European security services including EULEX, as well as tackling terrorism and organized crime in penetrating in non-secured border with Kosovo.
As always Serbia will not be ready and the “scrap” of visa with Serbia will go for scrap.

"Let me try to read into this. Why new passports? What's wrong with the existing one?"

Probably demanding new 'biometric' passports to stop notorious and famous serbian 'terrorists' from gaining access to the rotten heart of europe!

These visas better be available to everyone and not just the b92 luvin'/pro-west/student/DS/G17 crowd.

As with any EU agreement, there will always be 'conditions'.

Unfortunately, even if the OSCE declares sunday's elections elections as 'free and fair', they will be anything but thanks to the massive interference by EU officials, its member states and western owned/controlled serbian media outlets (particularly those who are run by 'trust' foundations, don't publish their full ownership lists, who are ultimately in control of output and of course, have the views of anti-Serbian diplomats and pundits presented regularly on the front page and are not even commercial operations that appear to have endless funds)

That's what is called democracy, freedom of speech and journalistic ethics an d integrity! Business as usual

No politician here is saying that Serbia has been made free of Visa ..Instead there ARE louder voices for the review in a stricter way to the Shengen agrement and to some relations with other countries particulary with Romania
So it's all garbage !

Just yesterday we read "17 EU states to issue free visas" and now we learn that truly...nothing is free.

I am beginning to think that the EU is trying their best to influence the elections in Serbia by offering them "Free Visas" that do not exist...there is no carrot.

Reminds me of many of the US politicans who, during campaign season, tell you untruths just so they can get elected.

To those Serbs that can never see the good in any EU offer:
Stop being so irrationally negative about things!
Start thinking like winners and not like resentful sorry losers all the time!

vencor

European Commission Vice-President Jacques Barrot probably didn't mention the most important aspect of the whole deal - the handing over of Kosovo...

These in their best business suits probably don't even know that Serbians have a soul, a history and probably little of that pride too!

What a hypocritical lot...!

Let me try to read into this. Why new passports? What's wrong with the existing one?

And what border controls? Is that a not too subtle hint to keep the K-Albanians out?

I suppose the reference to tackling crime include handing over Mladic and Co.
