UN peacekeeping chief to arrive in Belgrade

UN head of peacekeeping operations Jean Marie Guehenno says the UN wants to have peace and stability in the Balkans as its legacy.

I have said this before and will say it again. If you are not suited to be a member of the EU then you won't. Please explain to me why Turkey is not part of the EU? Yes they are a muslim country, the have a robust economy, largest army in Europe that is a memeber of NATO. Only thing is keeping them out of the EU is the Armenian and Kurd Situation. Can you say that about Kosovo? No to all, no economy, no budget, no army and last they are 90 percent muslim. do the math and tell me when Kosovo will be in the EU. Wrong answer folks, Serbia will be in the EU before Kosovo sad but true.

It's a short article but says a lot of things:

1. The fact that UNMIK leaders must meet with three different political elites: Pristina, Kosovska Mitrovica, and Belgrade, gives a clear indication that not only is Kosovo NOT unified, but sovereign legitimacy is shared between at least three powers (Pristina, Brussels, Belgrade), if not four (if we factor in Mitrovica). Despite the rhetoric from the talking heads, the fact that Belgrade continues to play a crucial part in Kosovo's future means that Kosovo's so-called independence is still far from any tangible reality.

2. Sejdiu's comments about the "future international presence in Kosovo" implies the region is, and will contine to remain, occupied by outside powers for the indefinite future. No doubt NATO will remain there to "keep the peace", and no doubt all activities in the contested province will be subject to validation via UN Resolution 1244. Both these factors indicate that sovereignty is still controlled by powers and interests outside Kosovo.

3. If there is any future between Kosovo and the EU apart from Serbia Proper's entry, it will be because the EU has basically taken over Kosovo as legal owner, thus making the region's EU entry not by merger, but by acquisition.

More and more, Kosovo province is coming to look like post-Dayton Bosnia. The administrative divisions in BiH have hindered any ideas that the state is unified and can function on its own. 13 years after Dayton we have peace, but with the existence of two virtually independent entities. This is basically what's headed for Kosovo too, and as long as any sort of negotiations need to go through Pristina, Mitrovica, AND Belgrade, Kosovo's administration partition is a reality.

Maybe. If everyone could join the EU, it would mean nothing to anyone. Before joining the EU there are a lot of standards that country has to adhere to. I am no expert, but there are things like freedom of the press, freedom of speech, treatment of minorities, low inflation, state budget deficient, anti-corruption, ...

That is why prospect countries have to go through a period of reviews, where the EU evaluates how well the prospect is living up to those standards.

And ... although I sympathies with the Kosovo people, I think you are a long, long way from even starting down the path of becoming a candidate member.

Whatever Ruecker and his predecessors may personally feel about Kosovo, they are bounded by UNSC 1244 which recognizes Belgrade's sovereignty over it. And 1244 continues to apply until superceded at the UNSC, which is not going to happen given Moscow's and Beijing's opposition.

EA... I presume you are in Kosovo and would be pretty certain that the propaganda machines are still working fine from when I was last there. However one aspect your machines seem to have misinterpreted is the fact that an EU mission has to be invited and agreed by the UNSC, which we all know will never happen unless serious dialogue with Serbia takes place.

Also you seem a little a confused as to the Status of Kosovo [quote] Kosova is part of EU [end quote]

The only LEGAL entity that Kosovo is part of - is Serbia.

The UN has done his job in Kosova. Now is time for the EU to carry on its mission. Kosova is part of EU and its prospects are to join EU institutions and organisation.
The thing is that whoever is claiming future UN role in Kosova is talking about future Russian role in undermining the independence. That is all about!
Just for record. Whoever has served as UN representative in Kosova had agreed to the fact the Kosova deserve to be an independent country.
