As Ruecker will be working around the reality of UDI with respect to res 1244; (lol)so will he be working around the independence of Serb enclaves. These enclaves are a fact on the ground, with full backing of its Serbian citizens. What are you going to do Ruecker? Go in there and put guns to their heads, or maybe bomb them into submission, or starve them out?

Yes, it will probably be a waste, but it is necessary waste if you want to make it a fair and equal election.

Or maybe it will not. Maybe the Kosovo-Albanians will see it as a chance to vote for the most EU-friendly parties, thinking therein lies their best chance of eventually gain real independence.

Even if it turns out to be waste with polling both all over Kosovo, a non-vote is also a message, but with many possible interpretations.

"Monoethnic, elections in Kosovo will be of no help. We want Serbia to change its decision on elections in Kosovo," he added.

OK, I think Serbia is prepared to change its decision and to include Albanians in this vote but they simply won't take part. Yes, they are in Serbia afterall but don't you think it will be a waste of effort installing voting booths throughout the province if the Albanians won't participate?

Funny you should mention the US Bill of Rights...

Let me quote 2 passages:

1) Amendment V

No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a grand jury, except in cases arising in the land or naval forces, or in the militia, when in actual service in time of war or public danger; nor shall any person be subject for the same offense to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.

2) Amendment VIII

Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.

I guess being held in Guantanomo for 5-6 years, without access to a lawyer, without being presented to a judge does not constitute to "be deprived of life, liberty, or property, without due process of law" ?

And the treatment does not constitute "cruel and unusual punishment" ?

Reality (or perhaps more accurately perception) does have a way of changing legal documents.

These people are either blinded by arrogance or think that we are all complete fools - or both!

Resolution 1244 either exists in its current form, ie. stating that Kosovo is part of Serbia, or it does not. Some spine is needed for the UN to clarify the situation.

As for the EU, scrabbling around trying to validate everything as an organisation even through there is no consensus - what a joke! There comes a point here bashing your head against a brick wall just starts to look a bit silly.

New discussions are required and a change in attitude towards Serbia. The internationals are treating Belgrade with incredible disrespect, which follows decades of Serbophobic attitudes from the US and particularly the UK.

As for this argument that a legal document changes due to the 'reality on the ground' - does this mean that the UN or EU can just change the US 'Bill of Rights' accordingly? Or the EU treaties? Didn't think so.

Where do they find all of these self-righteous stuff shirts running some governments and most international institutions? Can't we have some more intelligent and representative people speaking on our behalf?!
