Bosnia's upper house of parliament gave final approval Wednesday to a bill that will reform the ethnically divided police forces, the AP said.

Ethnically divided police forces from the former Yugoslav republics only aide criminals who DO NOT CARE about those ethnic divisions.
I cant stress that point enough!
To criminals, all that is important is money, to the government workers, fine, they get paid nothing, so what do they do? They discriminate and hate..and what for?
