EBRD to invest up to EUR 260mn this year

when you offer someone carrots, you suppose they're a horse, a mule, or an ass. i'm no farming expert but i think this is correct? when you offer peanuts, you have monkeys in mind?
anyway when you consider what this sum means to an economy like serbia's and when you consider this is pre election time when foreigners are meddling in our internal affairs, you see that this is a good example of another abomination. a cross between carrots and peanuts and we're supposed to eat it.

The EU still owes Serbia in the billions for damages caused by their illegal bombing, Russia hasn't caused any damage (material or otherwise) to Serbia, besides Russia is investing in Serbia as well for better cooperation.

Serbia loves Russia (more than us )
Russia is richer than EU (NOW)
EU gives the money to Serbia (in private & public investments)
Well if the first postulate is true..so it must be Russia that gives money and investment to Serbia o no ?
