Honestly, I don’t care whether Valley Albanians would like to have their parallel institutions as long as they are financed by Kosovo government or who ever. Serbia should not be involved in their employment, monthly wages, Albanians can built their schools, hospitals, what ever and be financed from Kosovo budget. I really don’t care and don’t mind. It would be even better, since they would not have many opportunities after that to accuse Serbs for their misery, for every kinds of rubbish that comes from their (Albanian) side. For every issue they can turn to Pristina and to use their services, it would be ok to me. However, I don’t think that Valley is that unique case as Kosovo and since Kosovo is unique in the eyes of the EU then let’s make Kosovo really unique, one province with two systems.

Your basic idea means practically exchange of territories, Northern Kosovo for Preshevo Valley. It is a very good idea, provided that Serbia recognizes independence of Kosovo first or under these conditions.

Bmrusila, the only problem with that proposal is that Serbia would have a hand in our affairs which we OPPOSE. The plan would have gotten support if Kosovar Government gets to have parallel institutions in Albanian lands such as Presheva valley and Medvegj. Whatever the proposition one thing can be implied, Serbia recognizes the fact that it can no longer or ever control Kosova.

This is the reality.

Mike, that's identical to making the argument that Kosovo shouldn't get independence or the Albanians in Presevo will suffer.

Over the past number of years I have been listening to what Mr Oliver Ivanović has to say about the situation in Kosovo and I have always found his comments to be balanced and thoughtful. He always puts people before politics and political manoeuvring.
A good man with an understanding of what it is really like on the ground on Kosovo.

So, Mr Ivanovic, do you have any better proposal. If you already sent the critique why don’t you say what is your proposal. As far as I know Mr Samarrdzic did not insist in territorial or physical division but rather functional which would basically mean the running of parallel institutions. In that case no Serb would have to leave the residing place. It is important to establish our Serbian institutions that would be controlled by Belgrade. I think your speech sounds more like collecting cheap points or keeping DS’s side that would btw. sell you out just for visa relaxation. As I said come out with some constructive proposal but if you don’t have the proposal then don’t speak. If you want so badly to be in government, you have opportunity to join Thachi’s criminal government but wonder who you are going to represent in that government, whose interests?

This is the reason why I'm against outright territorial partition. If that happens, central and southern Kosovo will almost completely empty of Serbs.

The best solution is a one state/two system policy. Kosovo's territory remains unchanged, but Serb sectors are administered separately. Call it what you want: Daytonization, cantonization, joint-rule - it basically builds administrative fences where the two sides touch and gives the K-Serbs the political authority they need.

Oliver makes a very good point, unfortunately it is one that Samardzic's crowd and the radicals are all too aware of. For them, sadly, nothing would serve their electoral cause better than the spectacle of tens of thousands of Kosovo Serbs from central and southern enclaves driving tractors to Serbia a la Krajina 1995. They percieve this to be in their interest and damn the people, hence the violence, threats and provocation. Shameful behaviour
