Why is this family refugy family from Kosovo?
Why don't you ask the ones responsible for that status to offer their child to that refugy family? I'm sure the offer would not be considered even as a gesture of an appology, but it would be a gesture of honor.

Then the father will "understand".
Is Kostunica or Samardzic willing to give one of their own children to this father to make up for the loss?
